Llloyd's Restaurant is just across the street from the opera house, and they feature a nice menu with a variety of offerings at very reasonable prices, with good service and a pleasant atmosphere.
Use the SpotHero app to reserve a spot in the parking garage in the building next to the Lyric. Was inexpensive and we were in and out quickly.
Ate lunch at Rivers, across the street (Madison) and can recommend it,

The weather was good. I wore a skirt and blouse. I didn't see anyone in jeans but many in pants.

The weather was sunny but a bit windy.. I wore jeans and a T shirt and sweater. Pretty casual but, of course, there were people dress to the nines. These are those who would get all dressed up just to walk across the street to corner convenience store..
Not much open in the area is open, so do some research before.

We had to rush getting downtown, so that left dinner for after the show. Italian Village was open for business (of course), and we enjoyed appetizers and dessert. It was a great cap to the evening.
We grabbed a quick dinner at the station before walking to the Opera house, but they also have food available including box lunches to eat during intermission.
Opera is a very short walk from the train station - easy even in winter.
The weather was moderate winter temp. I wore a suit, appropriate for such and elegant venue and performance, although many were in more casual attire. .
There is dining within the opera house, but only if you have a ticket for the performance. I wish i'd had known there was that possibility. Instead we ate in the suburbs and constantly watched the clock and traffic reports worrying about being late. Dining in would have been much more relaxing.
The lot below chase was very accomodating, and reasonably priced, but there were multiple issues with the elevators on our way back to the car. For those with special needs, it might be wiser to valet.
