Fun for the younger crowd, my 8-year old enjoyed it.
You may experience the boat rock due to waves, in my opinion it adds to the fun.
Use a high shutter speed so photos won't be blurry from movement.
The wake from a passing tanker can rock the boat a bit. If you tend to get queasy, chew ginger gum.

Metro North and the #4 subway worked out great. Lets you off near World Trade Center.
Plan to pick up tickets early as the booth is short staffed and the process is cumbersome.
Pier 16 is on the other side of the dock from Pier 17, which Google maps does not state
South St Seaport is a very short walk from public transit. Don't drive in NYC.
Going in the summer? It might be warm. Wintertime? Bundle up.

Use public transportation, because if you do drive parking is $29 for 2 hours at the lot...
The people that sat on the left were more soaked than those on the right!
